He turns slowly in the air until he's looking at Kuja upside-down. He doesn't even seem to be trying terribly hard to impress the boy. This is just his version of restless fidgeting. "I'm sure whoever it was didn't mean to be rude. Like I said, a lot of weirdos. So some of the people here are just shy."
