Waylon's been hiding out, partially because of fear but mostly because of shame. He hasn't tried to make friends, or make amends, and all in all it's left him lonely and unhappy. In Gotham he had the rogues; in Arkham, he had the guards, and occasionally a cellmate to torment.
He's forgotten what happened the last Halloween. That's why it comes as a shock to him when he wakes up much larger, and now with wings. He's a dragon again; large enough to fill a room, but luckily this time he fell asleep in a room with a window to a balcony. He wings down to the gardens and lands solidly, heavily, and then starts to walk around aimlessly.
He doubts they've forgotten what he did; but with all the transformations occurring here, perhaps they'll overlook it and he can move on.

Date: 2017-10-13 07:53 am (UTC)If he's the type of dragon that hoards, he might notice the pile of golden coins first. It's beside it that someone rests her legs, nearly human...aside from the light fur across her body, the whiskers, the tail, and the coin upon her forehead.
Moon's surprised--but not impressed. She plants a clawed hand firmly on her gold. "Don't touch it."

Date: 2017-10-17 05:35 pm (UTC)He's out in the gardens aimlessly messing with his phone when he sees the shadow pass overhead. Kotetsu shades his eyes to stare up at it, and then his eyes go huge when he realizes just what he's seeing. The former hero lets out a most undignified "Yeeeek!" and scrambles up off the fountain.
He can't entirely be sure that this is the same guy, of course. But Kotetsu has a good memory for faces, even if they're scaly faces.
Being Kotetsu, though, he can't help but make a smart remark on a situation, though, as Waylon touches down on the grass.
"Some people get all the luck."
