Are pokemon people or are they animals? Sparks seemed more like the latter, until 'hearing' his speech in the memory shown to them by Hush, Hush who himself fit into the former as far as they could see. It reminds them of the dogs in Snowdin - mostly the mecha-Pomeranian.

Treating people as animals, as pets or playthings or weapons - there's nothing so despicable to Chara. The fact that apparently it's an institution aggravates a great deal. This combined with the pokeball... accurate reassurance might be needed.
