Waylon's been hiding out, partially because of fear but mostly because of shame. He hasn't tried to make friends, or make amends, and all in all it's left him lonely and unhappy. In Gotham he had the rogues; in Arkham, he had the guards, and occasionally a cellmate to torment.
He's forgotten what happened the last Halloween. That's why it comes as a shock to him when he wakes up much larger, and now with wings. He's a dragon again; large enough to fill a room, but luckily this time he fell asleep in a room with a window to a balcony. He wings down to the gardens and lands solidly, heavily, and then starts to walk around aimlessly.
He doubts they've forgotten what he did; but with all the transformations occurring here, perhaps they'll overlook it and he can move on.

What's it to someone who doesn't know of him at all?

If he's the type of dragon that hoards, he might notice the pile of golden coins first. It's beside it that someone rests her legs, nearly human...aside from the light fur across her body, the whiskers, the tail, and the coin upon her forehead.

Moon's surprised--but not impressed. She plants a clawed hand firmly on her gold. "Don't touch it."

Waylon settles back on his haunches. He looms above her-- a good handful of feet. He should be intimidating, and he knows he could snap her in two if he so pleased.
He does not so please, and it's nice to be talked to for once.
"...alright."
He does want to touch it. Very much. It's shiny and alluring, and he wants it. He settles for reaching out and tapping the coin on her forehead with a claw.

Kotetsu absolutely has not forgotten, and considering the transformation he went through this month, Waylon is about the last person he wants to see right now. He only just got his hat back, for God's sake, and now he has no powers to punch a giant crocodile in the face. Let alone a dragon.

He's out in the gardens aimlessly messing with his phone when he sees the shadow pass overhead. Kotetsu shades his eyes to stare up at it, and then his eyes go huge when he realizes just what he's seeing. The former hero lets out a most undignified "Yeeeek!" and scrambles up off the fountain.

He can't entirely be sure that this is the same guy, of course. But Kotetsu has a good memory for faces, even if they're scaly faces.

Being Kotetsu, though, he can't help but make a smart remark on a situation, though, as Waylon touches down on the grass.

"Some people get all the luck."

Claw meets coin with a pleasant tink.

Said sound is drowned out immediately by a hellish screech erupting from her mouth, because that's her coin! That's her! That's her best feature and she will not have that ruined!

She sweeps her claws at him wildly, Fury Swipes. How dare he.

Waylon roars in surprise. It's loud enough to make the air seem to shake and swim. He quiets down quickly enough after that; he's used to being scary. Not used to being unable to control it. He's strong enough to bat her claws away, his scales tough enough they do little more than spark and slide off.
"Hey, hey! Settle on down there, kitty cat!"

Waylon huffs, tail swiping in a lazy wave as he paws the grass, gently enough that only a couple clumps come up in his claws.
A voice surprises him. He makes a low sound in the back of his throat and turns, head tilting.
"I wouldn't call this luck. What's happened to you, then?"

The noise gives her pause, if only to flatten her ears back.

"Don't touch my treasure," she spits.
