After all, Kotetsu knows that he's more prone towards displays of physical affection than most of the people he knows - even Barnaby, who is still getting used to the idea no matter how much he otherwise seems to enjoy it. If Toshi also mirrors him in that tendency, that need...well, maybe they can satisfy it in each other, and there can be a few more hugs around the place as a result.
Even so, once he sees Toshi go back to staring at his feet, Kotetsu is preparing to apologize. Apologize for what, he's not entirely sure...but it seems like something he said suddenly made his counterpart feel uncomfortable.

Then, of course, he adopts an expression of theatrical mock-offense that's probably quite familiar to the android by now. It's his favorite look to wear around Barnaby when he starts in on similar lines of questioning.
